Cel wskazany w porozumieniu paryskim jest jasny: aby zapobiec katastrofalnej zmianie klimatu, Europa musi jak najszybciej osiągnąć zwrotny maksymalny poziom emisji, a następnie sprawnie je ograniczyć. Nie wiadomo jednak dokładnie, jak zrealizować to zamierzenie. Zespół finansowanego ze środków UE projektu LOCOMOTION pracuje nad zaawansowanym zintegrowanym modelem oceny wpływu (ang. integrated assessment model, IAM), który wesprze transformację Europy w kierunku społeczeństwa niskoemisyjnego.
